4 Week Old Rectal Temp 99.1?

I’m a new mommy and a bit panicked, my daughters temp is 99.1 rectal. She sounds hoarse when she cries/coos, and her nose is a bit stuffy (her nose has been since she came home from the hospital weve been doing nasal saline drops and suctioning them out.) She’s maybe a tad bit fussier then normal and sleeping more but has been eating well(breastfeeding) and playing like her normal self when awake.
Should I call her doctor does she need to go to the ER is 99.1 rectal temp bad? Should I be concerned? What’s the cause of her hoarseness? We live in key west fl so the weather here is warm it’s not like he’s been out in the cold weather. Is his the beginning of a cold?
